Government and Private Universities in MP Have Different PhD Fee Structures; 60% of Seats Remain Vacant

In Madhya Pradesh, a significant disparity in PhD programme fee structures between government and private universities has emerged as a challenge for research aspirants. In major public institutions like Barkatullah University (BU), Bhopal, the eligibility criteria for PhD admissions were recently revised to rely only on UGC‑NET scores, leaving many prospective students ineligible. As a result, approximately **60% of the 2,379 PhD seats across nearly 40 subjects remained vacant this year, as students without NET qualifications did not apply.

At the same time, private universities continue to admit PhD candidates based on a combination of entrance exams and NET/JRF scores, offering students an additional eligibility route. However, this flexibility comes with a heavy price tag: while PhD fees at government institutions range roughly from ₹90,000 to ₹1 lakh, pursuing the same degree at private universities can cost students ₹3–4 lakh or more, pushing many to spend significantly higher amounts for doctoral education.

Experts and university officials have pointed out that the current policy of accepting only NET scores limits opportunities for many interested candidates, most of whom cannot clear the competitive national test. This has not only kept seats vacant but also forced students to consider expensive private options. Stakeholders are urging government universities to revisit admission criteria to balance affordability, availability, and academic standards for aspiring PhD researchers across the state.
